Groups sort of serve a dual purpose here. From one view, they’re used to collaborate on things that aren’t necessarily related to anything other than a shared interest. Another view, though, is for management/organizational purposes.
There’s a hierarchy of organizations within NASA, as one might imagine. The groups will serve as a means to gather teams, operations, etc. A group can only be created by an Admin, and the Admin (or group manager) has to add users to the group. It makes reporting much, much easier, too. Need reports for all members in Division 3, Sector 7? No problem.
Groups can be infinitely nested, too, but cannot be reused (if a group is already nested or “belongs” to another group, it cannot be nested under something else.)
