This is the view seen by a manager reviewing an employee other than himself. It lists all of the competencies for the chosen model, and asks the manager to provide an “actual” level and a “desired” level.

This is how the system knows whether or not the employee needs training for a particular competency.

Notice the check box at the bottom next to the submit button. It allows a manager to keep the review private until he/she feels that it is ready for the employee to view. This is often good in a real-world situation, where the manager might want to meet with the employee before letting them see the review that was performed.
